Harian SINDO, Seputar Indonesia memilih Tri Rismaharini sebagai Kepala Daerah Terbaik 2011. Wali Kota Surabaya wanita pertama ini pernah mengalami percobaan penurunan melalui hak angket DPRD yang diketuai oleh Wisnu Wardhana lantaran ini lantaran mengeluarkan Peraturan Wali Kota Surabaya (Perwali) Nomor 56 dan 57 tahun 2010 mengenai pajak reklame. Risma tidak ingin Surabaya menjadi hutan reklame. Reklame berukuran raksasa membahayakan keselamatan warga karena berisiko roboh.
Sarjana arsitektur jebolan Institut Teknologi Surabaya (ITS) ini adalah penerap pertama e-proc. Sistem lelang online yang secara nasional baru dimulai 2011, oleh Risma telah diterapkan sejak 2003. Risma adalah walikota yang gila taman. Lahan-lahan kosong dan gersang di Surabaya yang panas disulapnya menjadi taman yang adem yang dilengkapi dengan arena skateboard, jogging track.
Salah satu proyek Risma saat ini adalah pembuatan jalur kereta pembuangan sampah. Jika truk digantikan gerbong, menurut Risma akan terjadi penghematan biaya transportasi dan pengurangan kemacetan. Risma selalu membandingkan Surabaya dengan Singapura dan kota-kota besar lainnya di dunia. Surabaya harus bisa seperti kota-kota besar lainnya, tekadnya, tidak seperti Jakarta.
